Project performance determines success in today’s business environment.  With multiple projects among shared resources, organizations may find their performance lacking.  IPS provides a broad range of engineering, logistic, documentation, and technical services designed to improve project performance.  Much of our services in the Technical Services Division is focused on Department of Defense work, particularly with the US Navy.

We provide independent Engineering Support, Design, and Analyses on such things as weapon system effectiveness, force levels, test set design, reliability and readiness assessments, and manufacturing and maintenance process evaluations.

 

Our In-Service Engineering Support & Analyses efforts include a wide variety of engineering, analysis, and logistics support for in-service DoD Littoral Warfare systems at Naval Surface Warfare Center-Panama City.

 

IPS has a very high success rate with its Proposal & Marketing Material Development work.  Winning proposals have been generated for both hardware and service companies involving in-depth technical research, graphics design, an “eye-catching” layout, and professional printing.  We also provide independent proposal review services.

 

We have extensive experience in Acquisition Program Planning & Documentation Development to include detailed scheduling, testing and safety requirements, integrated logistics, etc.

 


We provide expert Technical Manual Development & Maintenance support to U.S. Navy,  U.S. Air Force and commercial customers in a variety of formats including Word, PDF, and Ventura .  We’ve also developed interactive electronic technical manuals. 

 

Our Test & Evaluation Support includes the development of test plans, schedules, test requirements research,  test designs and detailed test reports.  We understand specialized DoD test requirements.  

 

IPS Safety Support includes developing safety planning and hazard analyses/tracking/mitigation recommendations, primarily for DoD weapon systems.  We have supported programs successfully appearing before U.S. Navy and U.S. Army explosive safety/fuse boards.

 

We provide full-scale Training Support in the form of professional course curriculum material, lesson plans, presentations, etc. for your use.  Or, our experienced staff can provide lecture and/or hands-on training for a wide variety of subjects.

Engineering Support, Design and Analyses

IPS provides engineering support and analysis at a variety of levels for our customers. 

 

We provide continuous engineering services to a variety of Navy Mine and Mine Countermeasures systems, Firing Devices and other Navy Weapon Systems.

IPS professional Bob Bainbridge (4th from left) participates as a member of a Submarine Launched Mobile Mine (SLMM) Fleet Introduction Assistance Team (FIAT).

IPS also conducts independent engineering analyses on weapon systems effectiveness, force levels, test set design, reliability and readiness assessments and manufacturing/maintenance process evaluation.  We recently developed Readiness Improvement Plans for two different Mine Countermeasures Systems.

 

With our partner company, Colmek Systems Engineering, we also perform weapon system design, test set design, software engineering/design and development and design and fabrication of circuit cards for application in US Navy systems.

In-Service Engineering Support and Analyses

IPS provides a wide variety of engineering and logistics support and analyses for In-Service DoD systems.  We support and/or have supported a variety of In-Service Mine and Mine Countermeasures systems for the Naval Surface Warfare Center Panama City (formerly the Coastal Systems Station).

We were instrumental in the development of the Mine Allowance Database (MAD), which is currently a key tool being utilized by the Fleet to ensure parts required to build up their weapon systems are available in sufficient quantity when they are required.

An example of the type of In-Service Engineering support we provide can be found in our support for the Versatile Exercise Mine system (VEMS).  We provide key technical, publication and supply support services to the VEMSs.  The company has also assessed the effectiveness of various aspects of the system and its support.  We have developed a variety of planning documents for this program to ensure system effectiveness is maintained for Fleet use.

Proposal and Marketing Material Development Services

IPS and its personnel have a very high success rate in the development of winning proposals for DoD and other work.  These proposals have been developed for hardware and services companies.  We conduct technical research, develop graphics, format the proposal, develop technical content, and, in general, assure our customers are presenting the best proposal possible.  We are effective at conducting proposal review services to ensure the proposal best meets the customer requirements, in the form the customer prefers.


We also develop and produce a variety of pamphlets, brochures and presentations for our customers.

Acquisition Program Planning and Documentation Development

IPS has extensive experience in the development of acquisition program schedules and program documentation for DoD programs.  The company has developed schedule templates that outline significant events in a DoD acquisition program from its inception to Fleet Introduction and beyond.  These templates have been applied to our customer’s programs to quickly and effectively develop program schedules that include all of the events and requirements of the DoD acquisition process, including design and development, testing, safety, documentation, logistics and other requirements.

Technical Manual Development & Maintenance

IPS employees are proficient in producing new, changed, or revised Technical Manuals (TMs) or Technical Orders (TOs) in accordance with MIL-STD-38784, Department of Defense Standard Practice for Manuals, Technical: General Style and Format Requirements.  This includes all U.S. Army, U.S. Navy, or U.S. Air Force TMs or TOs assigned an identification number, controlled by a management information system, or subject to requisition from an inventory control point.  In addition to paper (hard copy) preparation and delivery, IPS is capable of producing alternate delivery media as may be specified such as electronic or interactive electronic products.

 

An example of IPS’ recent work in this arena is the complete revision of TO 35E35-5-1, Operation and Maintenance Instructions with Illustrated Parts Breakdown for the Field Deployable Latrine Assembly.  This TO was revised for the Warner Robbins Air Logistics Center (WR ALC LGEDB) as part of a manufacturing effort to produce and deliver additional latrines to the U.S. Air Force.  Assembly and component changes suggested by the new manufacturer were incorporated, as were six present changes to the TO.  Mixed font and format styles were standardized in accordance with MIL-STD-38784, all 61 parts breakdown illustrations received new, more legible callouts, and all of the Contractor and Government Entity Codes were updated utilizing the Business Identification Number Cross-Reference System provided by the Defense Logistics Information Service.  The final product was delivered to the U.S. Air Force fully indexed on compact disk in Adobe Acrobat® format.  This effort prompted the personnel at WR ALC LGEDB to ask if this IPS product could be used as an example for its other contractors to show the level of detail and professionalism expected in their TO contracts.  IPS has accomplished similar work for NSWC-PC, turning out polished products developed in Microsoft Word® and Corel Ventura® as well as Adobe Acrobat® as mentioned above.

IPS stays abreast of the latest trends in TM/TO development.  Its employees are regular attendees of various technical publication conferences, including the Interclass Digital Publishing Working Group (IDPWG) Meeting at the Technical Manual Maintenance Activity (TMMA) Conference in 2003.  IPS professionals are trained in the latest software packages used in TM/ETM development, including .xml and .html.

Test and Evaluation Support

IPS provides test and evaluation support for our DoD customers.  We provide test planning support, including the development of test plans, Test and Evaluation Master Plans, test schedules, test requirements research and test design. We support the conduct of testing through detailed test layouts, identification and coordination of test logistics, including lists of supplies and materials for testing, and physical support prior to and during testing.  We develop detailed test reports after testing has been completed.  We understand the specialized requirements of testing for DoD Weapon Systems.  Our Test and Evaluation engineers have many years of experience in this arena.

 

Our personnel have supported testing of a variety of systems, including firing devices, mine countermeasures systems, test equipment, safe and arming devices, and support equipment.  Our personnel have also supported a wide variety of test scenarios, including explosive testing, vehicular testing, laboratory testing, range testing, and others.

 

IPS has been supporting the Naval Surface Warfare Center Panama City (NSWC-PC) in the development of the underwater variant of the Time Delay-Sympathetic Detonator Timer, Underwater (TD-SYDET, UW) for over 2 years.

Safety Support

The Department of Defense (DoD) is committed to protecting all personnel from accidental death or injury as well as protecting weapon systems, equipment, and facilities from accidental destruction or damage while executing its mission of national defense.  It accomplishes this through the application of system safety guidelines.  The objective of system safety is to eliminate risk or to achieve acceptable mishap risk through a systematic approach of hazard analysis, risk assessment, and risk management.  Personnel at IPS are well versed at the system safety requirements to be performed throughout the life cycle for any new system development, upgrade, or modification.  MIL-STD-882, Department of Defense Standard Practice for System Safety delineates the mandatory requirements for an acceptable safety program for any DoD system.

Utilizing MIL-STD-882 for core guidance, IPS professionals are able to identify suspected hazards, assess the mishap risk, eliminate hazards through alternate design selection, or help to identify mishap risk mitigation measures if a program is unable to eliminate the hazard(s) completely.  IPS has developed custom-designed mishap identification forms that feed a computerized in-house Hazard Log to track hazards, closure actions, or residual mishap risk for each system.  The Hazard Log is presented to the Program Manager or other appropriate risk acceptance authority for formal acknowledgement and documented acceptance of known hazards or residual mishap risk.

 

In addition to the safety program requirements posed by MIL-STD-882, IPS personnel are also proficient at conducting a thorough Threat Hazard Assessment (THA) during the early stages of explosive weapon system development in accordance with MIL-STD-2105, Department of Defense Test Method Standard, Hazard Assessment Tests for Non-nuclear Munitions.  The THA fully evaluates the significance of the system’s exposure to heat, bullet and fragment impact, sympathetic detonation, and other friendly or enemy system-unique hazard stimuli throughout its service life cycle.  The evaluation includes a determination of the credible stimuli, the most severe stimuli, probability of exposure, the extent or severity of the system’s response, and/or the risk of collateral damage or other consequences associated with exposure to such stimuli.  All Insensitive Munition (IM) testing is determined by the THA.  The tailored IM tests will be chosen based on the manner in which the system will be used, credible potential threats that it may be exposed to, and the collateral damage that it might cause as identified by the THA.  A key ingredient of completing the THA is the development of a detailed factory-to-target sequence to identify all anticipated transportation, storage, and mission-related events.

Training Support

IPS develops training material and provides training support, including instruction for primarily military systems.  We have developed training material ranging from material for the US Navy’s Mine Countermeasures systems to a munitions conveyor assembly for the Italian Air Force (see our recent successes page for more information on this project).

 

Our training material is developed in accordance with customer requirements, including common DoD standards, such as MIL-STD-1379D.
